Disabled Gmail Contacts Sync option is the most probable cause of Gmail Contacts not syncing with iPhone issue. You can enable this option by clicking on iPhone Settings Accounts & Passwords Gmail account Contacts (enable it).

Not sure how your user's iPhone is set up but:

1- If Outlook for iPhone is installed and syncs properly, it will not propagate to the native apps like mail, calendar and contacts from the iPhone

Another solution which you can try to solve the glitch of phone contacts not syncing with Google account contacts on Android phone is to merge your contacts. To merge your contacts, go to your phone’s Settings and then go to Contacts. Under the Contacts tab, tap on menu and select Contacts to Display. Open the Contacts app, head to the Contacts tab, hit the Menu button, and select 'Display options.' From this screen, you can choose which Google or Facebook accounts to sync, and which sub-groups. Contacts are missing info: After you import your contacts, if you open Outlook and see that not all the info was imported, open the CSV file with Excel to see if the information was there. You can edit the CSV file using Excel to add names and other missing information.

2- The account also has to be configurerd on the iPhone with only the items that they want to sync selected, though I fail to see the usefulness of
synchronizing the calendar twice, I usually only sync the contacts so I can have the phone numbers available on the iPhones (or Androids)

3- Check the sync period, it may take a long time to sync if the period is too long, usually a max of 30 days is more than enough to stay on top of things
